It's an Airship Lacing Tool! They built airships in Akron, Ohio back in the 1920's. This is a leftover relic of days gone by.
The outer covering of an airship was cotton cloth doped and painted silver. They were "stitched" onto the airframe and the lacing tool helped with spacing the stitching needle.

The reason for my guess, the three satellite gears rotate in a direction counter to the main gear and revolve around the main gear. That's what I observed in watching men making braided rope from jute, grass or coconut fibres.

It looks like it bolts to the side of something. Possibly to crank a rope?
