Did the problem recently happen? Or, did you recently get the Rebel with this problem?
It sounds like it could be a simple adjustment on the shifter lever. Have you tried that?
Generally this is caused when the bike is dropped. This will bend the shifting rod. It is by the left foot peg. This can cause it to become stuck in any gear, or even neutral.

I doubt this is the cause, but the clutch lever should have 10-20mm (3/8" to 3/4') of free play at the end of the lever before resistance is felt.

Have you checked the shifting linkage?
