Recently acquired 2007 Rebel 250. Bogs down in high rpm. Noticed this. Any thoughts?

Your accelerator pump is non-functional. Also, you're missing a throttle cable.

I knew I was missing the return cable. So would the accelerator pump not working cause me to bog out at high rpm?

No. Bogging at high rpm is probably a fuel restriction issue.
