I’m changing tires and redoing everything including brakes and bearings. It wasn’t taken very good care of before me. Should I replace the rubber dampers in rear rim? Do those go bad or would new ones make any difference worth the money? If they do go bad what should I look for?

i've changed a few sets of tires, never had an occasion to inspect dampers much less replace them..
don't remember anyone even mentioning them

I have replaced one of the dampers with 1 from my parts bike. Because 1 of mine was cracked. But other than that I've never had to worry about the dampers back there.

Inspect them and if you don't see any cracks or damage, they should be fine.
