I am cleaning up the wife's 450, and the choke plungers are stuck.
I've had them soaking with carb cleaner and penetrant, but they are not moving at all.
The one on the left is holding the cleaner in, but the one on the right spilled it into the venturi with that green colour (brass tarnishing?)

What is the best way to coax them to move without damaging them?

You're going to have to tear those down and clean them. Drop the carb body in an ultrasonic cleaner. That should loosen them up.

only need an ultrasonic large enough to be able to submerge the plungers..

heat the exterior area with torch

I bought the "3L ultrasonic" that soakedkarma originally posted & flitecontrol mentioned earlier.
If anyone on the forum finds a good deal, we post it for all to see. I think I paid $32 for mine. I'm sure someone will find another good deal eventually.

Jumping Into this topic, my right plunger tip broke off as I pulled it off since it was also seized, right where the harness pulls it in and out. Any other bike use the same type of plunger? I saw a CBR1000 that has a similar plunger but I don’t know if the dimensions will match. Also, if I get a pull plunger from a 250… would it work? Or does it have to have the needle at the tip as well. Thanks guys 👍🏻

No the 250 plunger won't work.. the 250 plunger neck is far to short.
16046-ME5-671 coding indicates part was originally designed for 1983 CB650 (Nighthawk)
It was used in some 40 Honda versions between 1983 and 2002..
