I would think a buzz or vibration should be heard or felt from starter..
does the moment of positive lead contact produce a small spark/snap?
I would think it would, as high amperage should be flowing through starter windings..

So. My long odyssey is over and i wanted to post a follow up in case anyone has trouble like i had.

First, thank you to all who tried to help- your suggestions gave me places to look when i had run out of ideas

So i rebuilt the starter- which was probably unnecessary but nice to learn.

Both of my safety switches were bad. Changed the clutch safety switch (pain in the butt to get the pivot screw out of the lever) and the neutral safety switch. While i was at it i changed the clutch diode as well. Suddenly my neutral light was working beautifully. But still no crank.

Cleaned both control switches: kill and start buttons. Was about to disassemble the ignition switch but pulled out my multimeter instead. Found no power to starter relay.

Cleaned the plug to the relay. And boom! Up she started. Guess 30+ years of dirt and corrosion had gotten in there.

Been riding all day with a huge smile on my face!
Now on to changing my fork seals- after a bit more riding i think

Did the engine start before this problem started??

Yes the engine has run well throughout. I got very tired of push starting it

Good write-up Cobalt23! I think it will serve as good info for others in the future who run into the same problem.

2016 Honda Rebel 250 - The "Piglet."
AFR sensor equipped and downsized to a 0.105" main jet.
The only changes so far.
Bought on 6/29/19 with 44 miles.

When I rebuild the 450's I always take the switches apart and clean the old grease out and wipe all the contacts with acetone and put new dielectric grease on all the contact points.
