When I installed my first inline fuel filter the hoses were long and I didn't cut them to fit the filter correctly. As a result, the hose kind of looped below the carb. Any loops will create a vapor lock in the fuel system and give fuel starvation. In my situation, the bike rode for about 6 miles and then would die. After start up it would go maybe 4 miles and die again.

Make sure there are no loops in the fuel line going below the carb inlet.

It sounds like it's a venting issue. Unlock the gas cap and ride with it sitting on the tank not locked. If it runs good, then you definitely have a tank vent issue.

The kinked line looks like it's the engine crank case vent. All Rebels have those.

Coming off the top of the engine crank case, yes.
