Some additional information from my Honda Parts Manual.
1999 CMX250C2 VIN 49 States JH2MC133*XK000001->
1999 CMX250C2 VIN CA . . . . . JH2MC134*XK000001->
The "*" in the VIN is an internal check Character used by Honds.
This should tell you for sure, as long as the Rebel is all original.
Can also provide engine number and carburator number if needed.

Cali models have a slightly altered VIN rather than a designation.
Circa-Y2K "2" designations were assigned to the two tone paint during a model year where the pearl tones were the other option...I don't remember exactly what year it happend but Y2K was about the time Honda started introducing single pearl tones as they phased out their two tone schemes. During that time, the "2" designation referred to the two tone while the standard designation was for a single tone, be it the new pearl tones or standard black.
Same thing happened with the Shadow VLX during that time, there was the VT600C which was the standard trim and the VT600CD which was the Deluxe trim starting in 1994 as a regular model and 1993 as a test market model (chrome engine covers being the big difference, along with two tone paint). Right around 1999-2000, a second "Deluxe" was offered in a single tone color, so the two tone Deluxes were tagged VT600CD2 while the single tone Deluxes were VT600CD. The same thing happened with the 750 Shadow ACE during that time too.
It gets confusing...the CD on the Shadows were Deluxes and suddenly there's a CD2, which is essentially the same as the "old" designation while the "old" designation was for the "new" colors. Then the 2 tone dropped out and the "new" colors reverted back to the "old" designations.

Marysville was the only Honda plant in the U.S. that belted out motorcycles.
However, only a handful of Hondas came from Marysville...it wasn't a mere drop off point for parts to get thrown together to build the entire North American line-up. They actually cast a lot of the parts for the bikes built there too.
The bikes that rolled out of Marysville were the entire lines of 1100 Shadows, 1300 and 1800 VTXes, Valkyries, and Gold Wings. Everything else hailed from Japan, which is verified via the VIN: http://www.vsource.org/VFR-RVF_files/BVINSystem.htm
IIRC both the Rebel and VLX rolled off the Hamamatsu lines (which is Honda's primary plant).

Thanks for the enlightenment.  I knew they made the Shadows and Goldwings there, but I wasn't sure about anything else.

I don't know about Honda, but Kawasaki and Yamaha have been building a lot of their bikes in Taiwan and Thailand in the past few years. Jerry.

Thanks a lot soulsearcher, mine checks out as a 133, at least on the frame behind the head light. I've owned many Honda cars and they put the VIN ALL OVER similar to toyos, is there any other locations on the bike where the VIN would be displayed? everything looks like it hasn't been ever taken apart but I almost bought a civic until I noticed the entire right/front side had conflicting VINs...
I did once find the engine code but I just checked and forgot where I saw it, I did find the 233cm / HM below the rear of the head but I remember seeing a stamp like the ones you see on their cars, D16Y9, B18C1, B18C5 ect. not a mold, a stamp pressed into the aluminum.
Thanks for the info! Still awaiting my service manual... going to have everything done before I get the darn thing

Most frames are stamped with a number. Matches the VIN without the country of origin. Take away the JH2 and it should match. Usually on right side of steering head. Front of gas tank. My Kawasaki ZR-7s has it engraved on left down tube underneath the engine. Also a VIN data plate on the steering head.
Engine Serial number. Located on left side of engine, below alternator bulge on left outer side cover.
49 states - MC13E-5309379->
Cali. . . . . . MC13E-5300001->
Carburetor Number. Located on left side of carburetor above float bowl.
49 states - VE35C
Cali. . . . . . VE35B
