I'm pretty sure it's a dirty carburetor, or something wrong with the choke or accelerator pump, if the early Rebels had those. My '04 does. I'd check the choke first, the cable and at both ends of the cable. Where the fitting attaches to the carb is very fragile and easy to break off, and when it does, the choke stays on. Also check for rust in the tank, and if you find any, install an inline fuel filter. One tiny piece of rust will plug up a carburetor, requiring it to be removed, disassembled, and cleaned out,, which might not be a bad idea anyway. My '04 ran fine, but when I took the carb apart, it was filthy inside. Jerry.
