OK. So both wires are functioning correctly. I tested the green/white wire and it does ground. So all the conditions should be met to create the sparks, but they still aren't happening even with new spark plugs.

Maybe it's time to replace the CDI and see if that does the trick?

Did you verify the wiring from the exciter coil in the alternator and the pulse generator? These are both routed up the back left side of the engine behind the leftside cover. It is very easy to pinch these wires and short out these components. If they are OK then maybe it is time for a new module.

I'm finding similar CDI boxes on ebay, will just get the one that ships fastest. I wish I could find someone in Las Vegas with a Rebel to let me do a quick swap.

Ha fast shipping this time of year..
I've had very good luck this fall but one, two day Kohl's order sat 10 business days 10 miles across town "staged for delivery" Your at the carriers mercy..

my 87 wouldn't work on you 2nd Gen and I'm a long way from you.
you might ask @Shadow Shack if he could be of any help..
I think he has the pulse of the glitter gulch bike world..
