Handlebar ends ...

I know the chrome end pieces on each handlebar are vibration dampers, but I do have a question: Is it because of their function that they're loose? I can rotate them fairly easily, although they have no in and out play. I ask because I don't want the one on the left to fall out - it seems to be a bit further out than the one on the right. If the screw that's in the end is tight on the chrome widget, does that mean it's being held properly? I tried tightening the screw, but it's already tight (the whole end piece will rotate instead).

They are supposed to be able to rotate.
If you want to be sure, take them both off, make sure the inner part is properly seated in the bars, then put them back on using Loctite Blue.

I lost one due to not having loctite on the threads.

I removed the only one left on mine when I got it and have had no ill efects.
