how does this cutting the springs on the rear shocks work is that some thing that has to be sent out or is there a way to "safely" do it yourself? i mean i dont plan on ever having a passenger on the bike and i only weight 170lbs on a heavy day so would that be a practical option?

I sent mine to Sons of Thunder Metric Cycles : Welcome to Sons of Thunder Metric Cycles - Xtreme Metric Cycles. to shave an inch off, they're under new ownership and no idea if they're still offering that service or not.

I actually have a set of extra shocks, so i think cutting the springs are no problem, just to try! In case it doesn't fit very well, i can just take the other springs i have.
