You'd have to check California motor vehicle code. That one wouldn't be in the AMA quick links. Some states may require some form of guard against throwing road debris up.

DMV.ca.gov and CHP website states the same: only required with vehicles with 3 wheels or more, and over 1500 lbs (like a tractor for example)

VERY helpful! thank you! so like u stated, it appears it is legal to ride without fenders on a 2 wheeled motorcycle which weighs less than 1500 lbs and also to have a vertically mounted license plate. im sure cops can find some way to bust you for whatever they want tho. but as long as there isnt another section of the vehicle code for those things, they appear to be legal in CA. thanks for the link! much appreciated! i tried to find all that info in the FULL CA vehicle code which seemed an impossible task.

"Ride Safe, Chop Safer" Motorcycles are not unsafe. However, they are extremely unforgiving of inattention, incompetence, ignorance, and stupidity.
Dismantling, sawzalling, and rattle canning does not make a bobber. That's called an "ANCHOR".
