Crazy vehicle requirements

I have a neighbor several doors down that has an old Chevy pickup, vintage about 1960. It's trashed and rusted, the seat is mostly springs with a few shreds of stuffing, and all the glass is gone. He has spent at least six months getting it running, and lately he's driving it all the time. Every time I saw him drive away with no windshield, I expected to see him walking home. Surely the cops would not let him drive it like that here, where I am routinely pulled over for driving a '92 Ranger, and you can get towed for having too big a crack in your windshield. He stopped to talk to me today, and I noticed that he had new registration and inspection stickers on his wing window. Of course I had to ask how he got them. He said that when he got it running, he checked with the state, and due to the age, he's only required to have "safety equipment" Seat belts, turn signals. mirrors, headlight, tail light, brake lights, two forms of brakes, and windshield wipers. Yes, folks, he had to get windshield wipers to make his truck legal, but no windshield. He says that bugs and rain make it hard to see sometimes, so I dug out the goggles I bought to ride my bike before I got my license. I'll give them to him next chance I get.

You do not need a windshield or wipers here in AZ, as long as you are wearing eye protection. The vehicle is "supposed" to be roadworthy safety wise, basically meaning good tires and brakes. No safety inspection is used to confirm that. No headlights or tail lights are required, if you do not drive between the hours when their use is required, no turn signals are required, arm signals are legal day and night. No bumpers or fenders are required, there are a lot of street rods around here with no bumpers or fenders. Seatbelts ARE required IF your vehicle originally came with them new, otherwise the vehicle meets the standards that were in effect as of the date of manufacture, and they are not required. I totally agree with that one. But the biggest boon to me, is that vehicles made before 1967 are exempt from emissions testing, because there were no required emissions standards for these vehicles to meet when they were new.


But basically, you can drive a newer vehicle in totally unsafe condition, as long as it passes the emissions test. Apparently AZ attaches a lot more importance to emissions than they do to safety. Jerry.

i think im goging to move to az and tear a car down to the frame just for fun and drive it around. keep the bare min. see what happens

weird that you are required to have wipers but no windshield. Wonder if you could get away with this?:

You can literally drive anything here, as long as it passes emissions if it is a '67 or newer. I really don't see what the issue with a windshield is, most bikes don't have windshields, you just wear eye protection or a helmet. Jerry.
