I purchased a single row LED tag frame from ebay. It is a Signal Dynamics (http://www.signaldynamics.com) tag frame. I expected kinda chinzy metal frame but it is really heavy duty. I also purchased some tag bolt lights. The bolts have a 1/2" shank and I could get only 1/2 a nut on the top 2 bolts so I put a dab of silicone on them to keep them from backing out. I didn't have any blue Loctite. The bottom 2 bolts are fine with a full nut on them.
I wired the tag frame to the running and brake lights. I only wired the tag bolt LED's to the brake light so they only come on when braking.
Key off -- no power

The LED's don't look that bright but they are pretty bright. Will be able to be seen from the back better than just having the one brake light.
