Canadian prices? I don't know the market. 10K is just well broken in. The higher price and need for a front tire (it is hard to wear a front tire out in 10K unless you do a lot of practicing of panic braking) probably offsets the older seals and stuff on the 86.
Do you know someone that rides and seems knowledgeable to look the bike over with you? If not, will the local seller ride it to a shop (you need a local independent repair shop for this) for inspection? If the local bike checks out, and that isn't an outrageous price, go for it.
Otherwise, I'd keep looking.
Just my $0.02

An 86 model with so little miles, if they are actual miles and not a speedo swap, means the bike has sat ALOT of its life. We all know the worst thing you can do to any engine is let it sit.
Personally I would be checking out the 99 model, and I'd be willing to bet you could buy it with $1800 or $2000 cash.

And keep us informed on how this goes (how the bike runs, how you like it, etc.).

Get you a pair of riding glasses that have foam around the lenses to keep out the air, you should be set to go then.

I wear a non-DOT brain bucket that I custom painted. And I have a $10 pair of riding sunglasses and a $10 pair of clear riding glasses I bought a bike rally on for day riding and the other for night riding, they eliminate 90+ % of the wind to the eyes.

Not as bulky, the extra weight of the DOT helmets cause my neck and shoulders to tense up after a little riding.

Definitely get the old oil changed. 250's do not have an oil filter. With dino oil, most folks change at 1000 to 1500 miles. Normally you do an oil, gas, and plug clean/change on a "stored" bike.
